Stephan Klingebiel is a political scientist and the program director of “Inter- and transnational cooperation” at the German Institute of Development and Sustainability (IDOS). 

He has worked in various capacities in the field of international development, including as a visiting professor at Stanford University.

He has also served as the director of KfW Office Kigali head of department at the German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE) and visiting scholar at the “Center on Democracy, Development, and the Rule of Law” (CDDRL) at Stanford University.

His research interests include aid effectiveness, political economy of aid, governance in Africa, regional and continental approaches in Africa, and the nexus of security and development.
